Libyan heritage cities are considered a real treasure that must be preserved, according to Libyan law and regional and international agreements, as these cities stand for Libyan authenticity and identity, in addition to the possibility of employing them to diversify sources of income in Libya and increase national income.

Because of the manifestations of the significant deterioration that prevailed in our  Arab and Libyan heritage cities as a result of the lack of awareness of their value, the lack of economic resources allocated to their preservation, and the lack of serious and honest care, to the extent that Libyan sites and cities registered on the list of human heritage by UNESCO were placed on the list of danger,  and for the great importance of the Arab League Educational, Cultural, and Scientific Organization activated the Arab Charter (Charter for the Conservation and Development of Urban Heritage), which was ratified by all Arab countries, including Libya. In 2004, the activation was through the establishment of the “Observatory of Architectural and Urban Heritage in the Arab Countries  ” in 2016, in which Libya played several roles in its establishment, and we held many positions, the most important of which is the position of the General Coordinator of the Observatory of Architectural and Urban Heritage in the Arab Countries, in addition to our accreditation as Director of ALECSO chair to value joint Arab and international work.

The Charter stressed in its articles as well as the recommendations of regional and international forums held by the Observatory, the need to find or develop a law to preserve tangible heritage in each Arab country, in addition to creating a register of national heritage, and creating or developing national institutions concerned with heritage,  through Arranging its internal chart, coordinating among them, studying financial and technical support mechanisms, developing methods of preserving heritage in general, and working to solve many obstacles and problems.

In this context, based on the national duty, and to achieve the goals of the Charter, the National Planning Council Resolution No. (106) on setting up the National Observatory for Architectural and Urban Heritage was issued on 22/11/2021.
